Because Sora is owned by Disney, and Disney is relentlessly difficult about who it gives permission to use its properties. Sora was in talks to being included in a past Smash Bros. game, but the Nintendo President (in a talk with the creator of KH) talked about how difficult it was to get the go-ahead from Disney.
